Can hotels charge a per person rate for their rooms?

Rates are quoted on a nightly basis, and additional people, children, rollaway beds and incidentals may be subject to additional charges. Taxes and fees are not included unless otherwise specified in the detailed rate rules.

Is it true that some guests are considered tax-exempt and thus should not be charged room taxes?

Yes, according to the Foreign Mission Act of 1982, foreign diplomats and their staff may be exempt from hotel and other taxes.
